Howard County Maintenance Facility Phase II

Ellicott City, MD

This facility serves the Howard County Department of Public Works and the Howard County Public School System. Harkins renovated two buildings comprising 37,000 sf, and built two new buildings to add 31,500 sf, making this Howard County’s largest maintenance facility for the County fleet of vehicles. It features two of the world’s largest capacity two­post in-ground vehicle lifts.

How Harkins Made a Difference
  • The project team understood the project very early on and suffered very little learning curve lag. The Estimating Department remained involved throughout the duration of the project.
  • Despite permit delays and other significant changes and additions to scope of work, the project was completed five weeks ahead of schedule and under budget.
  • The existing facility remained fully operational and staffed by the county during the project.
  • In normal construction, the vehicle lift pits would have been installed prior to foundations and superstructure. Because procurement and design were not 100% when the building was ready to be built, the project team devised a plan and sequence that would allow these pits to be installed safely and timely following the concrete slab placement and superstructure being built.
