Opportunity Programs Compliance Administrator

Columbia, MD
ESSENTIAL JOB DUTIES
  • Receive, review, and process Section 3, MBE/DBE, and First Source compliance reporting for projects.
  • Maintain the Electronic Subcontracting Reporting System (eSRS) to include data entry and any required reporting.
  • Ability to interact and communicate professionally and ethically with risk management colleagues and other corporate employee-owners, site team members, and trade partners.
  • Develop relations with and provide compliance reports and other submissions to outside compliance officials on local, state, and federal levels.
SPECIFIC RESPONSIBILITIES
  • Responsible for project reporting requirements related to Section 3, utilization of minority business partners, and local labor (e.g., First Source, etc.).
  • Collect and review required utilization reports from trade partners.
  • Create a master utilization report for each project.
  • Ensure timely reporting by trade partners and the Company.
  • Monitor and audit reporting requirements regularly and timely notify Company and trade partners of updates or changes.
  • Serve as liaison with all jurisdictions on compliance reporting of Section 3, MDB/DBE, and First Source requirements.
  • Attend required corporate meetings, training programs, and Harkins University seminars/webinars.
  • Perform additional duties as assigned.
PREFERRED QUALIFICATIONS & EXPERIENCE
  • Minimum of two (2)-year degree in accounting, business, or related discipline or two-year equivalent work experience in the compliance field.
  • General knowledge of Section 3, MBE/DBE, and First Source laws, regulations, and reporting requirements.
  • Detail-oriented.
  • Excellent communication skills and ability to work with trade partners to obtain the required information.
  • Experienced in Office 365, PeopleSoft, Procore, Viewpoint, and DocuSign.
