The core of Harkins’ business since 1965 has been the traditional construction manager approach, with one addition. When combined with our pre-construction services, the client gets the best of both worlds. We work with the team up front and then competitively bid out the project to subcontractors to give the client maximum quality for the least cost. We provide on-site supervision during construction and have regular owner meetings and job reviews to keep the team up to date with the status of the project. We also monitor quality and safety with a detailed quality and safety program that includes preparatory meetings, plans and procedures, and specific goals for each project.


Harkins’ estimating and construction staff provide up-front cost estimates, schedule analyses, and plan reviews to assist our clients in getting the most valuable project that meets their needs. Our estimating staff attend all progress meetings, and provide system and product evaluations, including value engineering where necessary. In addition, we perform a detailed coordination of the documents and look for code and constructability issues. Our personnel work to understand the expectations and needs of the project team, set up a program to get the project from concept to closing, and hold all team members accountable throughout the process.


Harkins has used this method of delivery on a wide range of projects since the 1980s. The design-build method gives the client one point of contact for design and construction. We hire experienced architects and engineers with whom we have relationships, resulting in a highly coordinated effort with exceptional schedule, cost, and risk control. This method can result in faster delivery times and is commonly used on projects where the client does not have the expertise or time to manage the design team and process.

Our experience and leadership in sustainable construction provide a distinct advantage for clients who wish to build green. Our preconstruction managers are well-versed in the requirements of the leading certification programs, including LEED for Homes, LEED NC, Energy Star, HERS, Enterprise Green Communities, and Earthcraft, among others. They can advise clients on materials and methods for achieving sustainable buildings, and best approaches for achieving certification. Our site teams are staffed with LEED AP personnel, and our construction managers are well versed in the construction practices that will contribute to a successful green project, from waste management to environmental regulation to material control. Most important, Harkins can show our clients that the decision to go green does not have to have a large cost associated with it.
