The combined Phase I and Phase II construction of this design-build project provided 826 beds for students looking for garden apartment-style housing near Salisbury University.

Phase I of this design-build project provided 145 units of garden-style apartments in seven three-story buildings for students at Salisbury University. A clubhouse with swimming pool was also part of the project.

Harkins returned to Salisbury University for Phase II of this project, which started with tank removal and demolition of existing farm buildings on the site. Construction consisted of four, three-story wood frame dormitory buildings with eight breezeway stairwells, housing 250 beds in 78 apartments. The site features a volleyball court and gazebo, and the contract included expansion of the existing clubhouse.
