Larry Kraemer Selected for Leadership Maryland Class of 2010

Larry Kraemer, vice president of preconstruction services, and a resident of Woodbine, has been selected for the Leadership Maryland Class of 2010.

Leadership Maryland is an independent, educational, non-profit organization designed to inform top-level executives, from the public and private sectors, about the critical issues, challenges and opportunities facing the state of Maryland and its regions. Mr. Kraemer is one of 52 accomplished and talented statewide leaders selected to participate in the eight-month program. Harkins President Richard M. Lombardo is a graduate of the Leadership Maryland Class of 2008.

Following a two-day opening retreat in April, participants will attend five two-day, and one one-day intense sessions focusing on issues, such as, economic development, education, health and human services, criminal and juvenile justice, environment, and multi-culturalism/diversity. More than 100 experts representing business, government, education, and the non-profit community will serve as panelists and guest speakers.

"The participants represent a broad spectrum of highly qualified executives from an extraordinary group of statewide applicants," according to Nancy Minieri, president of Leadership Maryland. "After participating in a comprehensive range of experiences over the next year, these leaders will serve as important participants in the unified effort to shape Maryland 's future." Leadership Maryland is one of 34 state leadership programs nationwide.

Harkins Awarded Satellite Earth Terminal Station at Ft. Detrick


 

Harkins Builders has been awarded an $11.7 million contract to build a new Satellite Earth Terminal Station (SETS) at Ft. Detrick, Maryland.

Intensive with technical and security requirements, the 34,000 sf facility for the US Army Corps of Engineers, Baltimore District, will replace a deteriorated, out-of-date building with a larger, permanent state-of-the-art building with emergency back-up systems to support the current and emerging Defense Satellite Communication missions.

Harkins’ winning best value proposal was prepared by a team led by Mike Drummond, vice president of design-build services and federal procurement. Mr. Drummond said, “This is a great opportunity for Harkins to partner with the USACE and apply our recent design-build experience and lessons learned. We will be making early submissions of the QC plan, safety plan, and cost-loaded schedule, and performing our Harkins Structured Plan Review of the government’s documents so we can identify construction issues before we begin building.”

The project includes network operations and maintenance support areas, secure conference/training areas, arms rooms, redundant power, air conditioning, and auxiliary emergency generator, raised floor, and intrusion detection systems (IDS). The construction of a temporary protective enclosure to protect sensitive communication equipment during construction and demolition activities is included, as well as force protection/antiterrorism measures.

Harkins’ experience with commercial construction of this nature includes the Ft. Meade Army Reserve Center, the recently-complete Howard County Maintenance Facility, and other facilities for the US Army Corps of Engineers, Department of the Navy, and NAVFAC Mid-Atlantic. Harkins recently completed an armed forces reserve center at Ft. Detrick, and is currently building military facilities at Bristol, Pennsylvania, Ft. Dix, New Jersey, and Quantico Marine Base in Virginia.

The project will be built to LEED for New Construction silver certification standards.

Health Care for the Homeless Wins USGBC-MD Award for New Construction


 

January 29, 2010. Harkins Builders’ Health Care for the Homeless project is the recipient of the U.S. Green Building Council Maryland’s Award for New Construction. In a ceremony last night in the new Athenaeum building at Goucher College in Baltimore, the general contractor’s project team was honored, along with architects Kann Partners and owner Health Care for the Homeless, Inc., for the new $9.5 million, 56,000 sf headquarters and clinic building, located at Hillen St. and The Fallsway in Baltimore. The project was built to achieve LEED for New Construction Gold certification, with design calculations indicating 20% energy reduction and 40% water reduction.

The Health Care for the Homeless (HCH) building is a pilot project for the utilization of a green roof to satisfy Baltimore City’s storm water management requirement. Located in a flood plain, HCH was not able to install a storm water management vault. The green roof allows storm water quality requirements to be met on site. Sustainable construction practices included 85% of construction waste being diverted from landfill, 37% recycled content, and 27% regional materials extracted, processed, and manufactured.

Health Care for the Homeless is an accredited behavioral and ambulatory care facility providing services to people experiencing homelessness. The new building will include Maryland’s first dental program exclusively for homeless children and adults, provide improved individual and group treatment rooms, a pediatric clinic, an onsite pharmacy to serve HCH clients and surrounding neighborhoods, enhance capacity for volunteers, provide better access to employment and housing services, and provide a healthy environment for its clients, staff, and community.

Harkins Starts Six Projects Within 45 Days


 

Harkins Builders is pleased to announce loan closings and subsequent construction starts for six projects between December 1, 2009 and January 15, 2010. These projects, located in Pennsylvania and Maryland, are funded by a variety of programs, including the Low Income Housing Tax Credit (LIHTC), and the Tax Credit Assistance Program (TCAP) and Section 1602 Exchange funds that are part of the American Recovery and Reinvestment Act (ARRA) of 2009.

ARRA provided funding for several affordable housing programs, including Community Development Block Grant funds and project-based rental assistance. For low income housing tax credit developers struggling to find investors, the most significant provision of the act is the Tax Credit Assistance Program (TCAP). TCAP provides funds directly to state housing finance agencies to disperse to existing tax credit developments in need of additional gap funding.

Sierra Woods is a 160-unit, $6 million rehab of a garden community in Columbia, Maryland. This project utilized a combination of tax credits and rental home funds.

The Hickman , a 60-unit, $8.5 million independent living addition to an assisted living community in West Chester, Pennsylvania, will be linked to the existing facility by a bridge over a public street. Funding for The Hickman includes 9% tax credits and TCAP funds.

Fairgrounds Phase II comprises 71 units of rental town homes in Chester, Pennsylvania. Funding was with LIHTCs issued through the Pennsylvania Housing Finance Agency and TCAP funds.

Somerset Commons, a family housing project located in Princess Anne, Maryland, includes 60 units spread over several buildings and a community building. The financing included 9% tax credits and Section 1602 Exchange funds.

Weinberg Village Phase V is a $9 million project in Owings Mills, Maryland that combines county financing through Community Development Block Grant funds and LIHTCs. The Weinberg Foundation and a construction loan from Capital One completed the financing.

Delaware Terrace includes several phases of rental and homeownership opportunities in Easton, Pennsylvania, and a site component, which closed. The Pennsylvania Housing Finance Agency issued tax credits, and TCAP funding is being utilized.

Harkins expects to start another project in Columbia, Maryland when Guilford Gardens closes in March. The 269-unit revitalization of a 1970s community will include the demolition and reconstruction of multiple buildings for senior and rental opportunities. Multiple funding sources will be used, including LIHTCs and federal funding for rain harvesting cisterns.

Harkins is pleased to announce that Allegro Apartments has been recognized as an award winner in Mid-Atlantic Construction Magazine’s Best of ’09 competition.

Allegro Apartments was recognized in the Multi-Family Residential / Hospitality category, where it received the Award of Merit. Also receiving an Award of Merit was The Residences at the Ritz-Carlton, Philadelphia.

Allegro will be honored in the Winter 2009/2010 edition of Mid-Atlantic Construction and during an awards ceremony December 11, 2009, in Baltimore, MD.

The jury honored 40 projects in 16 categories, including Cultural, Governmental/Public, Green Projects, Healthcare, Higher Education/Research, Industrial, Interior Design/Tenant Improvement, K-12 Education, Multi-Family Residential/Hospitality, Office, Renovation/Restoration, Retail, Small Projects, Sports/Recreation, Transportation and Worship.

The jury focused on those projects that best achieved the established goals of the project team; overcame significant challenges; adopted innovative approaches; executed exceptional design and craftsmanship; maintained safe sites; and displayed strong teamwork. Jurors were allowed to award one Project of the Year per category and multiple Awards of Merit. The jurors, who represent architects, engineers and general contractors, are all active members of the local building community. They abstained from voting on any projects with which they are affiliated or have a conflict of interest.

The Extraordinary Transformation of Parkside Terrace to The Overlook at Oxon Run

Project Description: Total renovation of a twelve-story residential highrise apartment building in the Ward 8 section of the District of Columbia. The 316,181 sq. ft. building houses a total of 181 one-bedroom and 135 two-bedroom apartment units, and is split into two distinct uses. Floors one through seven provide 149 units for senior living, and floors eight through twelve are dedicated to working professionals and family units.

The Overlook, formerly known as Parkside Terrace, was once a failed affordable family housing project and a source of blight in the community. Ridden with crime, drugs, and poverty, this twelve-story highrise building made headlines for the increasing levels of violence and deterioration that continued to worsen over time. The property was abandoned in 2005 and sat vacant for several years, creating an eyesore that grew worse by the day due to decay, neglect, and vandalism. Existing conditions were so deteriorated that a gut demolition was the only possibility for revitalization of the building.

The development team realized that creative design strategies would be needed to transform this “project” into a living, thriving apartment building that would promote community and eliminate poverty and destitution. The developer, Community Preservation Development Corporation (CPDC), decided to design the building to accommodate both working professionals and seniors. Design elements such as separate lobbies and elevators for the families and seniors, access control, and variations in finishes were introduced to create a unique design responding to the split program. Unit layouts were configured appropriately based on the needs of the different populations. Existing balconies, which often become visible storage units in many multifamily housing developments, were enclosed to create more desirable interior space. All apartment units are completely new, and the reconfiguration of the building to incorporate balcony space into the livable footprint resulted in an increase in the unit count and net living space. The redesigned building features new lobbies, lounges, a community room, a learning center, a fitness room, and medical suite for the residents. A new branch bank and retail space for a beauty salon, sundries shop, and other uses provide many services targeted to meet the needs of the residents.

Harkins Moves Up to #148 in Builder National Ranking


 

Harkins Builders is the 148th biggest builder in the nation, according to the annual Builder magazine ranking in their May 2009 issue. Up from #161 last year, the ranking is based in part on annual revenue, which in 2008 was $249 million.

Harkins Wins New Construction at Quantico


 

Harkins Builders is pleased to announce it has been awarded a $69 million design-build contract by the Naval Facilities Engineering Command Washington for the next phase of construction of student quarters and instruction facilities at Marine Corps Base Quantico.

Harkins will build two 129-unit masonry and plank BEQs (P546 and P547), a 60,000 sf instruction facility (P555), and an 18,500 sf block bearing and steel roof addition (P619). Construction is expected to start in August.

The new training building will include four 300-seat lecture halls, six classrooms, and a large training room. The addition will comprise a two-story administration area. The new dormitories will be similar to the Phase I building Harkins is currently constructing, which has blast-resistant windows, brick veneer, and a metal roof. A green construction project, it is being built to LEED Silver specifications.

The new buildings will serve The Basic School (TBS) at Quantico, where all newly commissioned United States Marine Corps officers are sent for a 26-week training course to prepare them for duty as company grade officers in the operating forces.

Harkins is currently the design-build contractor on three armed forces reserve centers and has built almost 4,000 units of military housing throughout the Mid-Atlantic region.
