offers two construction services for each project undertaken: pre-construction
expertise and onsite construction ability. Both contribute equally to the
success of any project and are most effective when interdependent.

Our
pre-construction services, from estimating and value engineering to scheduling
and financial analysis, are based on actual construction experience and
historical cost data. Utilizing this service provides an owner several
benefits.

First,
Harkins prepares a reliable budget based on the developer's pro forma and our
data base of current pricing information and cost histories of similar projects
we have built. The data base contains more than 100 line items of each
project's total cost. We maintain the latest cost information on all projects,
as well as the individual costs of the many different project components.

As
the design process nears completion, Harkins assigns a project management team
to the project. Working with the estimating department, this team provides an
independent review of the plans and specifications to eliminate design
inconsistencies and maximize construction efficiency. The construction team
also begins its planning process -- preparing the project schedule, awarding
subcontracts, and reviewing and submitting shop drawings to the architect.

During
construction, our experienced and highly-motivated construction management
personnel maintain a close relationship with the client and design team. In
monthly or bi-weekly meetings with the client and architect, Harkins reviews
job progress, current and previously identified issues, and all other job
needs. These meetings identify and prevent potential problems before they
affect the construction process.

Our
onsite staff uses numerous control systems, including material control, shop
drawings and submittals, technical queries, manpower, detailed checklists, line
item cost records, and many more. Detailed daily reports and weekly schedules
are prepared as well.

We
also have a rigorous "Total Quality Management" plan we instituted in the early
nineties. Our independent quality control manager assists each management team
with problem details and issues that arise on a project. In addition to quality
management, we maintain the strictest safety rules, administered by our
corporate safety manager who inspects each job many times throughout
construction. These additional personnel ensure that our quality assurance and
safety plans are met on each project.
