David
received his Bachelor of Science, Building Sciences, and Bachelor of
Architecture degrees from Rensselaer Polytechnic Institute in 1985 and
participated in the R.P.I. Rome Studies Program at the United Nations ICCROM,
in Rome, Italy. He joined Harkins in 1988 working on several high-rise
projects, including a condominium project and a post-tensioned concrete parking
garage. Next, Dave managed the rehabilitation of three high-rise apartment
buildings on the National Register of Historic Places.
His
design-build experience began with a $20 million Student and Faculty Services
Building and Parking Garage for the University of Maryland. Dave later went on
to serve as the project executive for the design and construction of a $52
million mixed-use project funded by Hope VI. This extremely successful project
finished well ahead of schedule and under budget as Dave supervised three other
project managers, seven construction elements, and acted as the liaison between
Harkins and the City of Baltimore.
Dave
is a registered architect and past board member of Christmas in April, and past
community representative to the Memorial Stadium Redevelopment Task Force. Dave
also served on the Management Education Committee of the Metro Washington
Chapter of Associated Builders and Contractors and is president of the
non-profit Harford Road Partnership, which is guiding the redevelopment of
Harford Road in Baltimore City.
