Richard M. Lombardo

President, Chief Executive Officer
 

Dick earned his B.A. in Business Administration in 1970 and an M.B.A. in Finance in 1978 from Loyola College in Baltimore. He joined Harkins in 1976 as an estimator and later moved into the position of assistant site manager. In 1980, as project development director, Dick developed Harkins’ first design-build project. Upon his promotion to project manager in 1983, he managed historic renovation, condominium, and garden-style projects.

Dick was promoted to division manager in 1986, vice president in 1987, executive vice president in 1997, and chief operating officer in 2004. In 2007 the board of directors appointed Dick to succeed J.P. Blase Cooke as president and CEO.

In 1989, under Dick’s direction, Harkins was awarded the 600-unit Woodbridge Navy Housing project under a design-build/development contract. He also helped win and direct several design-build contracts with the State of Maryland for dormitories, and with the federal government for military housing. Dick was responsible for the award, design, and construction of the $52 million Lafayette Courts design-build project for the Housing Authority of Baltimore City. This large mixed-use development benifited from Dick’s talents in organizing multiple teams and directing them to a successful design and completion well ahead of schedule.

Throughout his career at Harkins, Dick has focused his interest and efforts on the growth, development, and success of his co-workers. This personal interest in his people and their growth has resulted in highly competent employees, terrific people, and very successful projects for Harkins and its clients.

Dick is a board member of the Baltimore Chapter of Associated Builders and Contractors, USO Metro Chapter, Howard Hospital Foundation, and is a 2001 graduate of Leadership Howard County. He is a member and past president of Friends of Gallagher, which supports Catholic Charities’ Gallagher Services for people with developmental disabilities. He is also a current member of  the Catholic Charities Development Committee and Leadership Breakfast Committee. He previoiusly served on the Board of Visitors of the University of Maryland School of Medicine, and the Board of  Directors of Cattail Creek Country Club, where he continues to be an active member.
