While receiving his Bachelor of Science degree in Construction Management at Virginia Tech, Larry held various construction jobs, from laborer on commercial projects to finish carpenter for single-family residences. After obtaining his degree in 1988, Larry began his career as an estimator with an international general contractor in New York City. He joined Harkins in 1989 and continued with estimating responsibilities on a variety of commercial and multifamily projects. In 1993, Larry was promoted to senior estimator. He also attended school at night working toward an M.B.A. in Finance, which he received in 1995. While maintaining his senior estimator responsibilities, he sought additional challenges and took on the role of director of marketing in 1997, and was promoted to vice president in 1999.
He has provided preconstruction services on both new and renovation projects, including office buildings, warehouses, multifamily housing, and independent, assisted, and comprehensive lifecare projects. Larry has a thorough knowledge of HUD, CDA, and PHFA financing programs and federal and local government regulations. He has worked on the successful proposal preparation and contract completion of design-build military facilities and HOPE VI housing programs. Larry’s greatest assets are his attention to detail and responsiveness to all team members. He does an excellent job of managing the design process and finding solutions to complex problems.
Larry is an active member of the Housing Association of Non-Profit Developers (HAND) and the Maryland Affordable Housing Coalition. He also sits on the advisory boards for the Meyers Lawson School of Construction at Virginia Tech and Anne Arundel Community College. In 2008 Larry joined the board of directors for the National Housing and Rehabilitation Association.
